Move API cache to Katello, and update on API change

Description
- Move the test/data/:version/foreman_api.json from hammer-cli-katello to Katello
- Generate the API cache with 'rake apipie:cache' and compare with the committed version during Katello tests
- Run hammer-cli-katello tests after Katello tests to ensure hammer isn't affected by the API change
- Fail the Katello tests if hammer breaks
Should we also have Foreman/hammer-cli-foreman do this?

Confirmed that subsequent apipie cache generation produces an identical json file.
