Description of problem:
When you create a new Role and assings to a user, in this user cannot see the About panel, but you can access to about section if you put /about in the browser

How reproducible:

Steps to Reproduce:
1. make a not admin role
2. make a user
3. attach the role to the new user
4. log in with this user
5. go to "Administer" Menu, and you will see that there is not About section
6. Put in the browser https://hostname/about and see that the webUI loads correctly

Actual results:
- new user(non admin) cannot see the about section in the administer Menu

Expected results:
- See the about menu in the administer menu
