Description of problem:

Cannot have 2 Organizations with Library Lifecycle Environment simultaneously on capsule
Version-Release number of selected component (if applicable):
Satellite 6.1.7
How reproducible:
Steps to Reproduce:
- Go to Infrastructure > capsule > click on capsule name(capsule.toledo.lan)
- Assign both the org to this capsule and click submit
- Then in the Lifecycle Environement tab assign Library to this capsule and submit.
- Now change the Org
- Go on the same capsule in org2, it wont have Library env assigned to it
- Now when I assign Library env to this 2nd org it is removed from the 1st org, we can check this again on the 1st org.
Actual results:
Library Lifecycle Environment is not simultaneously available on both the Orgs for a capsule
Expected results:
Library Lifecycle Environment should be simultaneously available on both the Orgs for a capsule
