closedInvalid Taxable taxonomies when creating policy through UI

Description
When creating a new policy and organization is selected, policy fails validations in the first step of wizard with 'Failed to save: Taxable taxonomies is invalid'. The error can be seen in logs, but UI just re-renders the first step of wizard and shows no indication of what went wrong.
Steps to reproduce:
1) enable locations/organizations if disabled
2) select an organization
3) try to create a policy in UI with selected organization
4) notice you cannot proceed to second step of policy wizard

I don't think it is a taxonomy error. It seems more like a javascript error:
