Description of problem:

Customer has upgraded satellite from 6.1.9 to 6.2.2, once upgradation done they were getting puppet error as "/etc/puppet/environments" directory and content view environments under the same directory was missing.

Version-Release number of selected component (if applicable):
Satellite 6.2.2

How reproducible:
Upgrade satellite from 6.1.9 to 6.2.2, which was also self registered.
