katello package profile is uploaded even when system is not registered
Description
In https://github.com/Katello/katello-agent/blob/master/src/yum-plugins/package_upload.py, the package profile appears to attempt to be sent up at the end of yum events even if the system is not registered.
Instead, the plugin should ensure the system is registered before upload.
