if client runs out of disk space, katello-agent will hang

Description
If a client connected to Katello runs out of disk space, the agent will hang and tasks such as package installs will remain in pending state forever.
Ideally, the tasks would error with an explanatory message instead of remaining in pending state.
to repro:
- register client to katello
- fill up disk on client
- attempt a pkg install
