Removed containers do not show in the UI

Description
To reproduce:
1. Create a container and run it (via foreman)
2. Remove it (via docker cli)
3. The container shows up in the API, but not in the UI. If one tries to delete it, it returns a 412.
3 should delete it and return a message saying it was already deleted. It should also show up in the web UI, perhaps with a note that it's no longer available and an option to recreate it (recreation would be another redmine issue)
