RFE: Consistency between "organization" and "location" APIs

Description

The API to list/find organizations is '/katello/api/organizations' but for locations is just '/api/locations'.

I have no preference whether one style wins over another (or if a completely different convention is introduced), it would just be nice to have consistency here.
