post upgrade to 1.13 i am receiving the ERF12-6899 error 404 for /dhcp on foreman-proxy

it appears to be related to SSL, but i cant determine root cause.
/var/log/foreman-proxy/proxy.log has error outputs like so:[2016-10-18T19:43:42.052307 #19015] ERROR -- : OpenSSL::SSL::SSLError: SSL_accept SYSCALL returned=5 errno=0 state=unknown state

i am unable to provision new hosts because of this error. i followed the upgrade guide in the docs to move from 1.12 to 1.13..

you can close this, it was a configuration error in isc-dhcp-server not allowing it to start _
