Host bulk actions allow environment assignment with org/loc mismatch

Description
When a host changes environment via the host#index button, we do not run any check whether the environment belongs in the right organization/location.
When we then go to the environment, we see that the environment is in the right location/organisation -- even if it is not.
Proposals:
- In the env, mark if the selected org/locations are different from what it is the DB
- In the change_env popup in hosts list, check for conflicts -- maybe with a checkbox to resolve the conflicts
