Allow users to monitor the package download progress of background syncs

We began to support lazy sync downloads. One of the possible lazy sync download policies was 'background' which downloads packages after an initial sync of the metadata. There are two shortcomings that would be nice to address:
1) Users cannot view the progress of the package downloads. It would be nice to clearly indicate when the downloading of packages in the background has begun and what the progress of that is.
2) If an error occurs and a package fails to download, we don't report the errors to the user (see https://bugzilla.redhat.com/show_bug.cgi?id=1318048).
It would be nice to allow users to access to this information somehow in the Satellite UI.
