As a user, I want to set crane's registry port in katello.yaml file via the installer

Description
Instead of specifying in the Settings page, it is more appropriate to set in the katello.yaml file since altering this value would require other configuration changes.
- Copied to Bug #17113: Remove pulp_docker_registry_port from Settings and move to katello.yaml SETTINGS added
- Subject changed from As a user, I want to set crane's registry port in katello.yaml file to As a user, I want to set crane's registry port in katello.yaml file via the installer
- Category changed from Container to Installer
Adjust subject and category to indicate that this is the installer portion of the issue
- Translation missing: en.field_release set to 114
- Difficulty set to medium
- Status changed from Assigned to Rejected
- Translation missing: en.field_release changed from 114 to 166
