Add support to Katello to manage repos for Rubygems, similar to what is done upstream with the Python Pulp Plugin

User would like to be able to use the pulp in Katello to manage ruby gem Packages like the existing upstream plugin, as well as to allow Content Hosts to pull from the rubygem repositories:

Similar to what is done upstream with the Pulp Python Plug-in

Include support for:
- A repo for rubygem packages can be created.
- Ruby gem packages can be added to the repo.
- Content Hosts have the ability to consume those rubygem packages

NOTE: this feature will require pulp changes.
