Description

We're trying to drive an install of Katello 3.2 using puppet.

Invoking puppet-katello/manifests/init.pp fails as ::cert tries to assign the foreman group to files before the group is created.
The group is not created in puppet manifests, but actually in the spec file for foreman [1].
