Upgrading from Katello 3.1/TFM 1.12.4 to 3.2/1.13.2 fails during the "Running installer" phase with the following:

If you create /var/lib/tftpboot/grub2 prior to running "foreman-installer --scenario katello --upgrade" the issue does not occur.

Err... that may not be the param you were asking for. That info came out of /etc/foreman-installer/scenarios.d/d20161212-25153-2corcl/default_values.yaml

Here's the value from /etc/foreman-installer/scenarios.d/katello-answers.yaml:

      - /var/lib/tftpboot/pxelinux.cfg
      - /var/lib/tftpboot/boot
