Description

Plugin's permissions should be added to Manager and Viewer roles provided by core so that users with these roles have access to appropriate plugin functionality when the plugin is installed.

If you mean these two https://github.com/theforeman/foreman_discovery/blob/develop/lib/foreman_discovery/engine.rb#L143-L144 then I think the subject is about extending core "Manager" and "Vierwer" roles. User who installs 10 plugins would need to assign 10 roles to get Manager permission for everything...
