Refreshing a manifest should re-generate entitlement certificates.

This is related to https://access.redhat.com/solutions/2475941. Customers should be able to refresh their manifest and ensure the latest content. To do this, the entitlement certiifcates need to be re-generated. See the commit to subscription-manager at
