Katello 3.3.0.rc1 installing or upgrading on Puppet3 may leave pulp in a bad state

Description

We have seen inconsistent behavior where by installing or upgrading to 3.3. on Puppet 3 sometimes will pulp in a bad state. The install completes without error and you can just 'katello-service restart' to fix the problem.
