Description

steps to reproduce:

1. ensure there are no pending notifications to the user
2. click on the notification icon

  • Subject changed from Notification Icon should not do anything when clicking on it when there are no events to When there are no notification events, the notification drawer should mention it
  • Category set to Notifications

according to http://www.patternfly.org/pattern-library/communication/notification-drawer/#/_design item number 7:
Icon Empty: The empty state shows no new events.
