Puppet Requirement
Description
I would like to put a feature request in. Currently I am not using foreman with puppet, but with salt. I would like to to see the puppet requirement removed since I can deploy the rpm and configuration using the salt. Also, this would be beneficial for users of other configuration management systems that are using foreman. Thanks!

I was thinking about the same while ago. The only place where we rely on puppet is when we associate manifests to the host group. We'd have to do this optional somehow - relevant code https://github.com/theforeman/foreman_openscap/blob/master/app/models/foreman_openscap/policy.rb#L293. The other problem is that we rely also on smart class parameters which are currently requiring the puppet classes, until #12950 is solved we can't do much about it I'm afraid. If we'd have smart variables independent on puppet than we could make puppet optional I think. I'm afraid we're not close to that yet though.
