Error code problem when running foreman under passenger

Description

If $foreman::passenger is set, foreman-passenger/manifests/service.pp sets the foreman service ensure to 'stopped.'

However, 'service foreman status' from foreman-1.0.1-1.el6.noarch.rpm returns '0' out of the box when foreman is stopped.

Therefore, puppet runs always attempt a 'service foreman stop,' which as foreman is not running (as desired) returns '1' and causes the puppet run to return an error.
