Better defaults of Provsioning/Partition table templates

Description
In a default install Foreman comes with a large variety of Provisioning templates. This cause the UI screens tied to this to become very hard to navigate.
Perhaps we should find some way of grouping these templates into different packages, and providing a sane default package.

I think now after the changes and with foreman_templates being able to import templates from filesystem we could rethink how we ship the templates. Proper packaging might be the right first step so users of stable builds don't need to wait for new foreman release to get new templates. Templates could be shipped similarly to plugins. Also it they might be split into packages such as rpm-related, deb-related, others and user could choose what set of templates they want to install.
Removing myself from assigned to as I don't plan to work on that right now but I'd be happy to help with reviewing/testing this.
