Getting error "no implicit conversion of Fixnum into String" while performing manifest refresh

Description

when using a proxy username with all #'s instead of being passed to a string it gets passed as an integer. This results in this traceback when refreshing the manifest:

Whenever refresh manifest from webUI and hammer, we are getting below error
