Speed up content view publishes by processing repos in batches

Description

I have a content view with 45 repos that can't be published on a 16GB katello box. It looks like katello is creating some 350 tasks at the beginning of Content View publishing and then polling them repeatedly and mongo can't handle this. I recommend we process repos in batches.

16GB = amount of RAM.

Actually it looks like my system had some backed up tasks. It was more on the order of about 50 tasks that get created when publish is started.
