[RFE] Create a filter based on a package build date

Description

Filtering on dates is currently limited to errata created/updated dates does not include packages build dates, which leaves out any packages that are not included in any errata.

we need the ability to filter upon package build date so we can filter on packages that aren't included in an errata.

This would need UI and hammer support as a new filter rule: Package - By Date

would have a very similar UI to the Errata By Date options.
