Enforce taxonomy on Quick Provision form

Description

In quick provision form we should reorder fields:

- organization
- location
- hostgroup

We need to filter out houstgroups which do not belong to taxonomy, because then on the Edit Host form it will be enforced anyway if user touches hostgroup field.
