Provision discovered host
Description
For provisioning discovered host after submitting form, I see this error:
"Host not found Please try to update your request"
Foreman version: 1.15
Discovery plugin version: 8.0

After applying patch I got this error when provisioning host:
Create DHCP Settings for mac080027689ac5.finaldomain.com task failed with the following error: ERF12-6899 [ProxyAPI::ProxyException]: Unable to set DHCP entry ([RestClient::Conflict]: 409 Conflict) for proxy https://foremanserver.finaldomain.com:8443/dhcp

That is unfortunately a different bug: #19649 you need to wait for Foreman Proxy 1.15.1 to have that fixed.
