Unable to change the User-name by the user

Description

An admin is able to change other created user's name.
Although the user himself is not being able to change his username.

When a user changes his/her username, it says "Successfully updated <username>"
but actually the username has not been changed

To reproduce:
1)Go to the My Account
2)try to change username.
3)it will show "Successfully updated <username>"
4)Again go to My Account, the username will not be updated.
