Update/Upgrade package buttons missing in Katello 3.4

Description
In the applicable packages view for a single host, when you select specific packages to update, there is no visible button to update them. The update all packages button is also missing.
- Translation missing: en.field_release set to 258
- Category set to Hosts
- Assignee set to Justin Sherrill
- Priority changed from Normal to High
- Target version set to 196
- Difficulty set to easy
- Status changed from New to Ready For Testing
