[UX] bulk content hosts page has no indicator that action is being performed

Description

The bulk content hosts page makes an api call when user selects okay button. While this api call is happening there is no visual indicator that the call is in progress. If the call takes significant time this can be confusing/concerning.

I noticed it on the host collections page (and also the new bulk repository sets page).
