Can't change email settings in UI

Description

Fresh installation of Katello 3.4.1 and Foreman 1.15.1

The only options I can change at Administer -> Settings -> Email are
"Email reply address"
"Email subject prefix"
"Send welcome email"

Other settings have to be set in /usr/share/foreman/config/email.yaml or /etc/foreman/email.yaml.
The Foreman 1.15 manual says at chapter 3.5.2 (about email.yaml):

"This file is deprecated for configuring email, SMTP and sendmail options. Please remove it and configure via the web UI under Administer > Settings > Email instead. On Foreman 1.16, this file will be completely useless."
