Manifest refresh updates ALL redhat repos, not just those in Library

Description
Currently a manifest refresh will update all copies of redhat repos in pulp. We only need to update those in Library. This can cause a LOT of extra steps. One user had ~171 repos in library, but ~6000 repos across his installation. the refresh was taking much longer than it needed to
