Organization Role does not grant access to Lifecycle

Description
1.) Clone "Organization Admin" role
2.) Give only the newly-cloned role to a user/group
3.) Users/group cannot see/access lifecycle and subcomponents (entire "Content" view is missing from the navigation bar)
Workaround:
Grant Content View/Lifecycle Environment/Product and Repository permissions in a second role and add it in addition to the above.
Found in Foreman 1.15.2 and Katello 3.4.2
