Smart proxy auto-synchronization fails with an error 'PLP0034' after content view promotion
Description
This looks eerily similar to issue #16177 but I'm running Katello 3.4.4 on both the master and the content smart proxy.
After promoting a content view that had new puppet modules included, I received a failure during smart proxy auto synchronization.
PLP0034: The distributor 3-C7-Staging-puppet-61a82fb3-e03e-4866-8903-b671fe1bd9d7 indicated a failed response when publishing repository 3-C7-Staging-puppet-61a82fb3-e03e-4866-8903-b671fe1bd9d7.

I just now saw issue #20540 in the 3.4.5 release notes (fixed). That issue looks very similar to this. Is this bug a dupe?
