When tasks is down, ReX SSH "call home" fails leading to stuck task

Description

When Satellite is down and ReX smart-proxy finished a job, call home REST API calls fails and after tasks restart, the engine is never notified something failed. I am filing this issue to rethink how this works and make changes in the default Katello installation so this works out-of-box. Perhaps some notification queue with resending mechanism would do the job.
