Option to send 'host built' emails for all hosts to a user

Description
Currently, it is possible for a user to subscribe to 'host built' emails for hosts where they are the owner.
I have network admins who would like to be receive notifications whenever anybody builds new hosts.
It would be great if 'host built' notifications worked like 'Puppet error state' emails where a user can choose from:
No emails
Subscribe to my hosts
Subscribe to all hosts

Sounds good. There's a workaround if this is very very important to you, which would be to:
- Create a top-level user group - your network admins will be there
- Nest all user-groups under it.
- Ensure your hosts are always created with an user group as owner (not an individual user).
