Description

At some point a validation was added so that default xccdf profile became invalid selection for policy. In fact, empty profile means "use default"

Reproducing steps:
1. go to new policy form
2. select scap content, e.g. ssg-rhel7-ds.xml
3. leave XCCDF Profile set to Default XCCDF Profile
4. try to save the policy
5. you get validation error that XCCDF Profile can't be blank

expected results, it's accepted and scanning with this profile works, usually the ARF report for this profile is empty
