Hi,
it seems

http://deb.theforeman.org/dists/jessie/1.16/binary-amd64/Packages

does not yet carry Debian packages (while 1.15 does). Would it be possible to add these as well to ease 1.16 testing before release?

There's not 1.16 RC1 out yet. Depending on PuppetLabs' non-ability to deliver puppetserver 5 packages for Debian/stretch, strech packages of Foreman might be even avaible only for RC2 and later.
