Description of problem:
When a user has the "Virt-who Manager Role" they don't seem able to do certain things like:
- View list of Virt-who configs

- When creating a config, a error page is shown with the error "ForemanVirtWhoConfigureConfig not found Please try to update your request". However, the config seems to get created.

- View the dashboard widget for virt-who configs.

Version-Release number of selected component (if applicable): 6.3.0

How reproducible: Always

Steps to Reproduce:
1. Create user with only the "virt-who manager" role.
2. Login with the username
3. Create a virt-who configuration

Actual results: Error page shown, but config is created. However, the user doesn't see it in the virt-who config page.

Expected results: No error page, config is listed on the config page. Dashboard widget is shown with info from that config.

Additional Info: Attached forman-debug and screen show of error page.
