Description of problem:
created a regression where any subscription that does not provide content (or does not have the content enabled), will not show up as addable to the activation key
How reproducible:
always
Steps to Reproduce:
1. Import the attached manifest
2. create an activation key
3. Try to add a 'smart management' subscription
Actual results:
Not possible
Expected results:
Should be possible
