Description

http://projects.theforeman.org/issues/20307 disabled the ability to pass certificates containing unicode characters (e.g. in comments) to the installer since pulp couldn't handle them correctly.
https://pulp.plan.io/issues/2960 which is now merged fixes this so we should allow such certificates again.
