Katello loads hosts controller before other plugins can extend the API
Description
Foreman openscap plugin extends the API for hostgroups and hosts controllers using the Foreman built-in feature of proxy registering. When Katello is loaded, it does not work since Katello loads the hosts controller before other plugins have a chance to register their proxy features. Hostgroups work fine since the controller is not loaded. Discovered at https://bugzilla.redhat.com/show_bug.cgi?id=1374285#c19
