In a new install of foreman 1.16-RC2 I get a "Translation missing" when logging as admin.

translation missing: sv-SE.time.formats.short

Changing to english makes it work: hammer user update --id admin --locale en
Guess the reason is because the locale in a new install is set to default.

Maybe more languages has the same problem with the error message above.
