Add personal access token cli support

Description
hammer cli should also support creating and revoking personal access tokens nested under the user resource. Support for this was added in Core #21394.

Adding some implementation notes:

Four new commands should be added:
hammer user acces-token list --user=admin
hammer user acces-token info --id=1
hammer user acces-token create --user=admin --name=test_token --expires-at 01/01/2018
hammer user acces-token delete --user=admin --name=test_token
