Description

Would like method to disallow users from removing packages through system set manager (ssm) while still allowing them to add packages.

4. Why does the customer need this? (List the business requirements here)
By accidentally or maliciously removing packages in SSM could result in an unusable system, customer would like to have specific permissions to remove packages to mitigate this risk?

5. How would the customer like to achieve this? (List the functional requirements here)
Customer would like specific roles to be added for removal of packages

6. For each functional requirement listed, specify how Red Hat and the customer can test to confirm the requirement is successfully implemented.
Could be tested by not giving user X permission to remove packages, and then attempting to remove. This should not be possible.
