[Satellite 6.3 Beta] "foreman-maintain upgrade run" should check enabled repositories prior to the upgrade.

Satellite 6.2.12

How reproducible:
------------------------
Always, Mistakenly enabled the satellite 6.3 beta repo on satellite 6.2.12 while disabling the 6.2 repositories. The upgrade resulted in

Steps to Reproduce:
1. On 6.2.12, enable the Satellite-beta repository
2. run "foreman-maintain upgrade check --target-version 6.2.z"
3. The foreman-maintain tried to upgrade the satellite to 6.3 packages.

Expected results:
-------------------------

Foreman-maintain should check the enabled repositories respective to a selected version prior to upgrade run.
