To get this error to go away, I had to:

mkdir -p /opt/theforeman/tfm/root/usr/share/gems/gems/katello-3.5.0.1/app/views/api/v2/katello
cd /opt/theforeman/tfm/root/usr/share/gems/gems/katello-3.5.0.1/app/views/api/v2/katello
ln -s /opt/theforeman/tfm/root/usr/share/gems/gems/katello-3.5.0.1/app/views/katello/api/v2/repositories
