Description of problem:

It may be desirable to deploy with one organization and have the business group's entitlements controlled by activation keys and locations. In such cases, there is no way to restrict users access to a specific group of content hosts, or to group content hosts by locations. We would like to assign activation keys and content hosts into locations, that way we can set up permissions for users to give them access only to content-related resources in specific locations.

How reproducible:

Deploy foreman + katello with one organization and multiple locations/activation keys. Users should be able to manage only their content hosts and hosts.
