When attempting to publish a content view as a non-admin user, the task will fail with this error message: The resource needs to be saved first

Some additional debugging showed us the following error message: You don't have permission with attributes that you have specified or you don't have access to specified locations or organizations.

The user account has the following permissions:
Content Views create_content_views, view_content_views, publish_content_views, promote_or_remove_content_views, edit_content_views, export_content_views, destroy_content_views
Lifecycle Environment edit_lifecycle_environments, destroy_lifecycle_environments, create_lifecycle_environments, view_lifecycle_environments, promote_or_remove_content_views_to_environments
Product and Repositories sync_products, destroy_products, edit_products, create_products, view_products, export_products
